Speaking at the first convocation ceremony of the National Law University in New Delhi, she emphasized the need for a thorough examination of the constitutional boundaries governing the roles of the President, Governors, and the judiciary in the legislative process.

President Murmu’s remarks come in the context of recent Supreme Court observations urging the President and Governors to act swiftly on bills sent for assent. She highlighted that the Constitution assigns specific roles to each organ of the state, and the discretionary powers vested in the President and Governors regarding bill assent are integral to their constitutional duties. “Can the Supreme Court give directions to the President or Governors on when to assent to a bill? This requires deeper analysis to ensure no organ oversteps its limits,” she stated, underscoring the importance of maintaining a balance of power.

The President noted that delays in granting assent have sparked debates, with some state governments approaching the Supreme Court to seek judicial intervention. She referenced ongoing tensions between certain state governments and their Governors, particularly over the withholding of assent to bills, which has led to accusations of undermining federalism. However, she cautioned against hasty conclusions, suggesting that such issues demand careful consideration to preserve constitutional propriety.

Murmu also reflected on the broader role of the judiciary, urging it to remain mindful of its boundaries while delivering justice. She praised the judiciary’s contributions to protecting constitutional values but stressed that all institutions must operate within their prescribed domains to uphold democratic principles. “The Constitution is supreme, and every organ must respect its framework,” she remarked.
