Karnataka to Shift from EVMs to Ballot Papers for Local Body Elections

Karnataka to scrap EVMs for local body polls

The Karnataka government has decided to recommend to the State Election Commission (SEC) that all upcoming local body elections be conducted using ballot papers instead of Electronic Voting Machines (EVMs). The decision was taken in a recent cabinet meeting after concerns were raised about the credibility and trustworthiness of EVMs.

Law and Parliamentary Affairs Minister H.K. Patil stated that the move was aimed at restoring voter confidence. “EVMs are losing trustworthiness, and it is important to ensure people’s faith in the democratic process,” he said.

Implementation and Timeline

The SEC has already begun preparing for the switch to ballot paper voting. The government will also make necessary legal and procedural amendments to ensure the transition happens smoothly. Local body elections, which include zilla panchayats, taluk panchayats, and municipal bodies, are likely to be held by the end of 2025.

Public and Political Response

The decision has been welcomed by several sections of society, including opposition parties and civil rights groups, who have long argued that ballot papers offer more transparency compared to EVMs. Supporters believe that reverting to ballot papers will strengthen public trust in the electoral system, even if it means additional costs and logistical challenges.

Key Implications

Transparency: Expected to improve voter confidence in election outcomes.

Logistics: Printing, distribution, and counting of ballot papers will require more manpower and time.

Legal Framework: Amendments will be introduced to facilitate the use of ballot papers.

Timeline: Elections using ballot papers are likely before the close of 2025.

The government maintains that the decision is a proactive step to reinforce democratic values and ensure that electoral processes are both transparent and trustworthy.
