In May 2025, the Special Operations Group (SOG), a wing of the Rajasthan Police, filed a First Information Report (FIR) implicating 21 individuals in a case of alleged use of forged degrees during the Physical Training Instructor (PTI) recruitment of 2022.
The accused are said to have submitted fake Bachelor of Arts (BA) degrees from Arni University, Himachal Pradesh, and back-dated Bachelor of Physical Education (BPED) certificates from JS University, Uttar Pradesh.
The verification was done by the Rajasthan Staff Selection Board (RSSB). Irregularities discovered include:
No record of the 21 candidates in Arni University’s graduating roll lists between 2016-2020, despite their claiming BA degrees from that period.
In the case of the BPED certificates from JS University, there were mismatched roll numbers, incorrect personal details, and anomalies in registration data.
Investigations suggest possible collusion between candidates and university officials.
The FIR includes charges under multiple Indian Penal Code sections: impersonation (Section 419), cheating (Section 420), forgery (Sections 467, 468, 471), criminal conspiracy (Section 120B), and violations under the Information Technology Act.
In further investigations related to PTI-2022 (later FIRs), a much larger number of candidates — 167 persons in total, including 165 candidates selected under PTI-2022 — were booked for using forged BPED degrees from JS University.
Key findings among these:
Out of 203 selected candidates from JS University over four academic sessions (2017-19, 2018-20, 2019-21, and 2020-22), only one marksheet was found to match the official academic session. All others had marksheets printed during or immediately before the recruitment process.
Many documents were back-dated or printed on the same day, inconsistent with the norms of academic credential issuance.
2,082 applicants submitted JS University BPED degrees in the PTI exam, although the university was authorised to admit only 100 students per academic session into its BPED course.
The probe also uncovered that some candidates originally claimed Diploma in Physical Education (DPEd) or enrolment in other universities but submitted BPED degrees from JS University during document verification.
Officials have retrieved digital evidence, including server logs from JS University, which helped establish the timing of when marksheets were printed.
Arrests had previously occurred in March 2024 in connection with a fake-degree racket at JS University. Among those arrested were the Chancellor, Registrar of the University, and a middleman.
